Is to: 

1.  Operate a safe, readily identifiable and easily accessible facility for the youth of Leavenworth, Fort Leavenworth and Leavenworth County to gather under appropriate adult supervision for age-appropriate activities.

2.  Provide activities that will focus on improving the social, cultural and educational skills of youth.

3.  Strengthen the family unit by improving communications between youth and adults.

4.  Eliminate discrimination.

5.  Provide opportunities for adult mentoring and counseling which will address the issues of low self-esteem among youth
